ARBUCKLE, Colusa County — October 29, 2026. Colusa County Water District has filed plans for a new siphon on the Tehama–Colusa Canal to improve delivery to existing district lands that lack service or depend on pumping stations operating at capacity. A California State Clearinghouse record dated October 26, 2026 identifies the proposed location at canal milepost 94.83R, in the Arbuckle area.
What would be constructed?
The official filing describes approximately 104 feet of new pipeline, a concrete pad roughly 15 by 40 feet, a 2,800-gallon-per-minute booster pump and 10 sand-media filter tanks, each with a stated 300-gallon-per-minute capacity. The proposed siphon would connect to existing pipe feeding into the canal. The plan anticipates work affecting about one acre, including access and staging, and says it would not disturb the canal’s concrete lining.
Who could benefit?
According to the district, the objective is to supply district lands without an existing service connection and lands supplied by re-lift stations that are already at capacity. The filing does not identify individual customer accounts or guarantee that every nearby property will gain new service.
Is the project finished?
No. The October 26 document is a Notice of Exemption describing a proposed utility project. It lists a Class 3 exemption for small structures under CEQA Guidelines Section 15303. That record does not independently establish that construction has commenced, the pump is operational or a final service date has been set.
How to follow the project
Residents and growers can review district notices or contact the Colusa County Water District at its office, 840 First Street, Arbuckle, telephone (530) 476-2669. Ask the district directly for construction scheduling, service-area eligibility and any anticipated local disruptions.
